Amendment 3 Passes; Amendments 1 and 2 Fall Short of 60%

Florida voters approved Amendment 3, raising the homestead exemption on non-school property taxes, and rejected Amendments 1 and 2, according to unofficial results. Okaloosa County voters supported Amendments 2 and 3 above the 60% threshold.

A constitutional amendment in Florida requires 60% approval statewide. Statewide figures are unofficial results from the Florida Division of Elections; Okaloosa figures are from the Okaloosa County Supervisor of Elections.

Amendment 1, Budget Stabilization Fund: failed. It would have raised the cap on the state’s budget stabilization fund from 10% to 25% of general revenue collections and required annual transfers of the lesser of $750 million or the amount needed to reach 25%. Statewide: 40.9% yes (3,170,324 votes). Okaloosa: 48.82% yes.

Amendment 2, agricultural tangible personal property exemption: failed. It would have exempted tangible personal property on agricultural land, used in agricultural production or agritourism, from property taxes. Statewide: 58.22% yes (4,542,595 votes). Okaloosa: 67.82% yes.

Amendment 3, homestead exemption and assessment cap: passed. It increases the homestead exemption for all non-school taxes to $150,000 in 2027 and $250,000 in 2028, adjusted for inflation after that, and lowers the annual cap on assessment increases for non-homestead property from 10% to 5%. It also requires counties and municipalities to use property taxes for listed purposes, including public safety, education, infrastructure and natural resources. People who are not Florida residents on Dec. 31, 2026, receive the increased exemption beginning in their fifth year of exemption. The amendment takes effect Jan. 1, 2027. Statewide: 61.99% yes (4,917,482 votes). Okaloosa: 68.97% yes.

Results are unofficial until certified.
